B. FUNCTIONS:
Software Development Center (hereby briefly called the Center) is an organization of science and technology, which generates income and is partially funded by the State budget. It is a financially partially-independent unit (referred to as a partially self-funded unit).
The Center is a unit under Dong Nai Department of Science and Technology and has the functions of researching, applying and developing software; providing services in the field of information technology and telecommunications technology; providing consultancy and design service in the field of technology and computer equipment; providing assessment and evaluation service in the field of technology and equipment; providing website translation service; providing database information; nurturing software talents to develop the “computeried socio-economic activities” program
The Centre has legal personality, its accounts at banks and at the State Treasury and its own seal used in accordance with the procedures prescribed by the State
The Center is located at No. 1597, Pham Van Thuan Street, Thong Nhat Ward, Bien Hoa City, Dong Nai Province (its representative office is on the 3rd floor)
C. RESPONSIBILITY AND AUTHORITY:
1. Work out and submit to the Department’s Director policies and approaches to suitably nurture, train, and make most use of software workforce; Work out measures to attract sponsorship from domestic and foreign organizations and individuals into software activities
2. Provide services in the field of IT equipment supply, maintenance, and IT consultancy in compliance with law provisions
3. Provide IT technical services such as website design, database management system construction, network design, e-commerce network design and geographical information system design as ordered by units and offices inside or outside the province; provide technical consultancy service, technology transfer service, IT-related services, and information as ordered; and trade in IT devices
4. Research, experiment, and exploit VSAT technology; design and build telecommunications systems; integrate telecommunications systems into high-tech systems for application in state management and and soci-economic governance
5. Training: Provide training to directors, IT project managers, system analysts, system designers, software programmers, and other IT-related technicians
6. Applied research: Research, experiment and exploit new technologies to meet the growth of the modern information technology; do research to integrate application systems into production procedures; work out IT solutions to apply them into state administration and socio-economic governance
7. Software production: process software and provide application solutions to domestic and foreign units as ordered; adapt application software and produce multimedia products.
8. Provide consultancy and design services in the field of IT and computer equipment; bid for IT equipment and devices
9. Evaluate and assess technologies and devices
10. Translate websites and provide websites with database.
11. Assemble IT products and telecommunications technology products: Assemble high-quality IT devices; design and build computer network systems; integrate information systems into high-tech systems
12. Do business (wholesale, retail and import-export) on IT components and equipment
13. Make quarterly, 6-month, annual and sudden reports on the Center’s operation to the Department’s Director
14. Manage and use the public property allocated by the State in accordance with regulations for partially self-funded unit
15. Manage its personnel in compliance with the Department Director’s regulations
16. Perform other duties as assigned by the Department’s Director
