II. FUNCTIONS

The Specific Management Division is a specialized unit at DOST, functioning as an advisor for DOST’s director on the State management of intellectual property, radiation application, radioactive isotopes, radiation and nuclear safety, and science & technology information and statistics, technology, and science and technology market and businesses in the province according to legal provisions.

 

The Specific Management Division is also an advisor for DOST’s director on the compilation, making annual and long-term programs and plans of scientific research and technological development in the province; monitor and urge the implementation of DOST’s programs and plans; prepare periodical and brief reports on the implementation of DOST’s tasks.

 

III. RESPONSIBILITY AND AUTHORITY

1. Intellectual Property:

- Organize and build long-term and annual strategies, programs, and plans; mechanisms, policies, and measures to promote intellectual property, initiative promotion, and technical innovation; streamline production in the province; and start to implement documents after approval;

 

- Instruct, organize, implement, check, monitor, and follow the legal documents of intellectual property, initiative promotion, technical innovation, streamlining production in the province; clarify legal documents of intellectual property, initiative promotion, technical innovation, and streamlining production in accordance with actual conditions;

 

- Give the guidance on how to manage industrial property to the Departments, sectors, localities, organizations, and  individuals in the province; instruct the organizations and individuals of all economic sectors in the province to establish the rights of industrial property, initiatives, and technical innovation;

 

- Disseminate the policies, laws, and basic knowledge of intellectual property to management agencies, business and production facilities, research and training units, and local residents;

 

- Be an assistant for the provincial Initiative Recognition Council to receive dossiers, make assessments, and consider and recognize the scope of impacts and the efficiency of applying initiatives in Dong Nai province.

 

- Exploit the sources of information and data of intellectual property and other information sources for the State management and social needs;

 

 - Organize and carry out the programs, schemes, and projects to promote the development of intellectual property;

 

- Manage the activities related to intellectual property in the province according to legal provisions;

 

-  Collaborate with the inspectors and concerned agencies in dealing with letters of complaints and denunciations and behaviors of infringement of intellectual property rights in the province according to regulations;

 

 - Give advice on how to establish, protect, manage, and develop the value of industrial property rights according to legal provisions; assist with the application and transfer of inventions to promote production activities.

 

2. Radiation and nuclear safety:

- Organize and disseminate the legal documents of radiation safety and control; guide the organizations and individuals that have radiation facilities and radioactive waste or that perform radiation-related activities to declare and apply for the registration of radiation source and radioactive substance storage sites as required;

 

- Organize and carry out the registration of radiation and nuclear safety according to legal provisions, orders, and authorization of the provincial People’s Committee; manage the declaration and statistics of radioactive sources, devices, and waste in the province according to legal provisions; control and deal with local radiation and nuclear incidents; and build and integrate with the national database of local radiation safety and nuclear control.

 

3. Development of radiation application and radioactive isotope:

- Implement programs, projects, and measures to promote the application of radiation and radioactive isotope for local socio-economic development;

 

- Join hands in and coordinate to conduct statistics and update the national database of developing and applying radiation and radioactive isotope in local socio-economic field.

 

4. Technology, and science and technology markets and businesses:

 - Make proposals and develop mechanisms, policies, and measures to promote the development of technology, technology transfer, technology library, and science & technology achievements;

 

- Instruct and manage local technology transfer activities including technology transfer and assessment; determine prices, assess technology, technology brokerage and transfer consultancy; other required technology transfer services; appraise science facilities and technology of investment and planning projects, socio-economic development programs; and appraise other local programs and projects within authority;

 

- Organize and carry out the registration of certificates of science and technology businesses; inspect and supervise the activities of science and technology businesses; manage the changes, re-issuance, revocation of the validity of science and technology business certificates within its authority according to legal provisions;

 

- Organize and participate in technology and equipment markets, and technology exchanges in localities, in the country and in the world; offer guidance and inspect the activities of technology transaction centers, technology exchanges and intermediary organizations of local science and technology markets;

 

- Guide the organizations and individuals that incubate technology and science and technology businesses; assist organizations and individuals to renovate technology; promote innovations and technical improvements; rationalize production and other activities to apply them to production and business activities;

 

- Organize and guide the implementation of surveys, and assessment of local technology levels according to regulations;

 

- Organize the registration, inspection and supervision of technology transfer activities. Manage the issuance, adjustment, revocation, and extension of certificates of registration of technology transfer contracts within their competence according to the provisions of law.

 

5. Regarding scientific and technological information and statistics

- Implementing proposals, building mechanisms, policies and measures to promote the development of information, library and scientific and technological statistics in the locality;

 

- Guiding and managing the state information, library, scientific and technological statistics of the locality;

 

- Manage the information work on the ongoing scientific and technological tasks; inspect and supervise the registration, storage and announcement of results of implementation and application of scientific and technological tasks under their management;

 

- Guide, inspect and supervise the implementation of the basic and general science and technology statistics reports; deploy national statistical surveys on local science and technology and local sciences and technology surveys;

 

- Examine and supervise the construction and development of science and technology information infrastructure; build the national database on science and technology and other local science and technology databases;

 

- Manage, direct, build and develop local science and technology sources;

 

 - Manage and direct the development of technology - equipment markets, the science and technology information  centers and exchanges that are direct and on the Internet;

 

- Join hands in inspecting, checking and settling complaints and denunciations and settling administrative violations regarding information, library and scientific and technological statistics activities;

 

- Check and supervise the archive and announce the results of performing science and technology tasks proposed and ordered by the provincial People's Committees after assessment and acceptance are made periodically sent to required the regulations;

 

6. Regarding compilation and development of programs and plans for scientific research and technological development:

- Build, guide, and monitor the organization and implementation of annual and long-term strategies; planning; programs and plans; mechanisms; policies; and measures to promote the province’s science and technology activities;

 

- Summarize the implementation of DOST’s implementation of science and technology plans; develop periodic and irregular reports on DOST’s scientific and technological activities;

 

- Be an advisor for Director of DOST to develop and submit the province’s science and technology plan making in all socio-economic fields to the provincial People’s Committee for consideration;

 

- Be an advisor for DOST’s Director to develop, issue and submit plans and directives of how to manage the province’s scientific and technological activities according to legal provisions to the provincial People’s Committee;

 

- Be an advisor for DOST’s Director to guide departments, committees, sectors, districts, Bien Hoa city, Long Khanh city, and scientific and technological organizations on how to develop scientific research and development plans;

 

- Monitor, urge and prepare a report to analyze and evaluate the implementation of 3-month, 6-month, 9-month, annual and unexpected of DOST.

 

7. Manage and preserve the unit’s facilities that are equipped as required.

 

8. Manage the unit’s officials and civil servants according to regulations.

 

9. Perform the other tasks assigned by DOST’s Director.
