B. ROLES AND FUNCTIONS:

 

- The Science and Technology Center is under Dong Nai Department of Science and Technology (DOST). DONASTC is a state science and technology organization, and operates in the form of self-control and self-responsibility under the government’s Decree no. 54/2016/ND-CP dated June 14, 2016 stipulating the self-control mechanism of state science and technology organizations;

 

- DONASTC has a legal entity status, its own seal, and a deposit account at the State Bank and the State Treasury and it is under DOST’s direct management and direction in terms of organization and operation.

 

- DONASTC has the following functions:

 

+ Perform the public services in the field of science and technology under DOST’s management; the tasks that are directly assigned by the State and ordered by organizations or individuals; the tasks through selection and bidding; the business activities in accordance with DONASTC’s fields as required;

 

+ Perform the tasks in terms of the State management in the field of scientific and technological information and statistics;

 

+ Perform the non-business activities and technical services regarding standards, metrology, productivity, and goods and product quality;

 

+ Provide services like upgrading, maintaining and securing computer and device systems; manage and operate the system of intranet, switchboard, CCTV cameras, and data integration center; design, construct and manage portals and websites; design specialized software for management and administration;

 

+ Provide the printing, publishing and communication services in the field of science and technology and the activities in start-up, renewal and innovation;

 

+ Perform activities like displaying, introducing and promoting technology and devices; and hold the awards and contests in the field of science and technology;

 

+ Perform other tasks, activities and services at the request of competent organizations and individuals and in accordance with the law.

 

C. TASKS AND AUTHORITY

 

2.1. Tasks:

 

1. The field of application and exploitation of scientific and technological advances in business and production activities, life, economics and society:

 

- Study and perform the scientific research programs, themes, and projects, and other projects on science and technology at grassroots and provincial levels under socio-economic development programs, and cooperative projects  in the field of science and technology with the central government, other provinces and foreign countries;

 

- Execute the contracts of technology transfer and scientific research; build and operate or connect to build and deploy hi-tech park and research-test projects; deploy the application of technical advances, new technologies, and the new products of the State scientific agencies and other economic sectors into production and life;

 

- Carry out the programs and projects of energy efficiency; and energy audit and transfer of energy-efficiency and environmentally friendly technologies;

 

- Provide information and advertisements on how to use energy in an economical and efficient way; conduct surveys and statistics and assess the current status of energy use and other services regarding energy efficiency;

 

- Provide services of technology appraisal (technology transfer consultancy, evaluation and so on), technology transfer, project evaluation, and investment in equipment; offer training in science and technology; and cooperating in training in startup, renewal and innovation;

 

- Provide the inspection and testing services of radiation safety; make reports on radiation safety assessment; offer consultancy on design and supply of radiation safety equipment; conduct non-destructive testing; offer training in occupational safety and labor hygiene; assess the quality of bridges and ports; conduct technical testing of labor safety; conduct testing of motor vehicles; carry out industrial and food irradiation; appraise the quality of products, goods and raw materials in production and circulation in the market and for import and export; certify standard conformity and regulations on products and goods; be industrial property representatives; provide environmental consultancy; and monitor the working environment;

 

- Provide goods and sales services on the Internet;

 

- Test energy efficiency testing for devices in accordance with legal requirements;

 

- Offer consultancy and training in quality management tools; consultancy on building management systems; advice on developing documents to participate in national awards; consultancy on establishing and managing projects; consultancy on technology solutions; consultancy on how to control archives, documents and records; consultancy on how to develop grassroots standards, announce applied standards, and conformity of standards and regulations for organizations and individuals; consultancy on how to take energy-efficiency measures for energy-using facilities; and advice on advanced energy management systems;

 

- Offer the services of installing and maintaining electrical systems and equipment; assembling, repairing and supplying the equipment of measuring and transporting machinery and devices;

 

- Provide consulting services on licensing documents for transporting chemicals and on licensing documents for using X-ray devices; training services and training in radiation safety in health and industry and dosimeter reading services;

 

- Perform a number of regular tasks and non-business activities in the field of science and technology for the province’s State management.

 

2. Standards, metrology and quality: consulting activities, technical services and tasks for the State management:

 

- Propose and join hands in developing legal documents, technical regulations and other management documents on standards, metrology and quality;

 

- Establish, maintain, preserve and exploit the highest metrology standards in localities;

 

- Test, verify, appraise and certify the conformity of products, goods, and process of manufacturing and supplying services and the environment in the field or scope that are recognized or designated for the inspection, examination and State management of standards, metrology and quality;

- Provide public services and regular tasks according to the functions of standards, metrology and quality;

 

- Provide the services of calibration, adjustment, and testing; testing of measuring instruments and measurement standards within the registered fields and scope according to the needs of organizations and individuals inside and outside the province;

 

- Conduct research, manufacture and trade in measuring devices and means, standard samples, and measurement standards;

 

- Provide installing services and instruct how to adjust, maintain, repair, and make technical assessment towards measuring devices and means, measurement standards and laboratories;

 

- Provide inquiry services on standards and technical regulations, measurement, product quality, goods and technical barriers in trade;

 

- Provide the services of applying technologies of codes and barcodes;

 

- Organize business and services activities; establish joint ventures and production connections with domestic and foreign organizations and individuals in accordance with the law;

 

- Assess, monitor, cooperate, and associate with the units certified appropriate to make conformity assessment, certify products in accordance with the standards in the fields and scope assigned and designated according to legal provisions;

 

- Study, manufacture, and supply measurement standards, standard samples and measuring devices;

 

- Establishing cooperation ties and joint ventures with the agencies and organizations inside and outside the province to provide services and techniques in the field of standards, metrology and quality;

 

- Carry out the scientific and technological tasks and projects in the fields of standards, metrology and quality; study, apply and transfer scientific and technological advances in the fields of standards, metrology and quality;

 

- Appraise products and goods for the individuals and organizations inside and outside the province strictly according to legal provision;

 

- Provide consulting and appraising services and transfer technology of machines, equipment and technology systems;

 

- Organize or cooperate to organize training and refresher courses on professional skills and techniques of standards, metrology, quality, testing, technology transfer, management systems, management tools of quality and productivity and related contents;

 

- Provide consulting services on investment, equipment and management of measurement and product testing laboratories; advice on the application of quality management tools; consultancy on how to build a system of assured measurement and services of maintaining and repairing measuring, testing and technical devices.

 

3. Science and technology information and statistics:

 

- Organize, carry out, analyze, and compile the science and technology information; information; and science and technology statistics for local leaders and State managers; publish and provide scientific and technological information publications;

 

- Organize and disseminate the information on local science and technology information and statistics; coordinate mass media agencies to bring scientific knowledge to people of all kinds; provide scientific and technological information for the development of agriculture, farmers and rural areas;

 

- Organize and develop local scientific and technological information sources; join hands in building and exploiting the national database on science and technology; organize and develop library-related tasks, electronic and digital libraries, and local science and technology information networks; and join the Vietnam Library Union in terms of scientific and technological information sources;

 

- Guide and organize the implementation of the basic statistical reporting structure on science and technology in localities; take charge of the implementation of the general statistical reporting structure on science and technology; and build local scientific and technological statistical databases;

 

- Organize the registration and archiving of the implementation results of scientific and technological tasks; provide information for the identification, selection, implementation, evaluation and okaying of science and technology tasks and other tasks;

 

- Get involved in conducting national and sector statistical surveys on science and technology in localities; take charge of conducting scientific and technological surveys in localities;

 

- Organize, implement and provide products and services for research, training, production, business and socio-economic development at the request of the society in the field of information and library, information technology, statistics of science and technology and other fields according to legal provisions;

 

- Organize fairs and exhibitions on scientific and technological achievements; display and introduce products, technology devices, and events on science and technology and renewal and innovation;

 

- Perform a number of regular tasks and non-business activities in the field of science and technology to for the province’s State management;

 

- Upgrade, maintain and repair the entire computer equipment systems; networks; CCTVs; switchboard systems; and manage, maintain, operate and monitor the operation of DOST’s data center;

 

- Develop, design and manage portals and websites; design special-use management software; and set up and create databases in the field of science and technology;

 

- Offer training and professional guidance on the management of scientific and technological information network systems; management and updating of information and databases on portals and websites;

 

- Carry out the activities related to the appraisal and evaluation of the new countryside criteria in Dong Nai province in the field of science and technology.

 

4. Tasks through selection and bidding: based on the list of the annual science and technology tasks announced by the Ministry of Science and Technology, ministries, sectors and local science and technology departments, DONASTC itself decides on participation, selection and bidding for the implementation of the State’s scientific and technological tasks and measures for organization and implementation.

 

5. Tasks that are directly assigned or ordered by State agencies: DONASTC is proactive and responsible for the implementation of scientific and technological tasks, assurance of completing tasks in accordance with required quality and time according to the requirements specified in the contract.

 

6. Tasks that are ordered by organizations and individuals: DONASTC is allowed to actively exploit and sign contracts to perform the tasks ordered by organizations and individuals. The contents of scientific research contracts, technology transfer contracts, science and technology services contracts, goods supply contracts, and other types of economic contracts that are agreed upon by the Center and its partners on the basis of ability, specialized areas and law.

2.2. Authority

 

- Sign contracts to perform scientific and technological tasks and services with domestic and foreign organizations and individuals; establish cooperation ties, joint ventures, and links; receive funding from domestic and foreign organizations and individuals to perform DONASTC’s tasks;

 

- Make decisions on inviting foreign experts and scientists to Vietnam and send officials to work abroad;

 

- Decide on investment and development from loans and other capital sources mobilized from domestic and foreign organizations and individuals and from DONASTC’s non-business development fund;

 

- Be self-financial and proactive to allocate funds to perform the tasks according to assigned functions and tasks, and actively implement labor contract structure according to the employment law in accordance with DONASTC’s workload and financial capacity.
