II. ROLES &
FUNCTIONS:
1. The Office is a division at DOST, which is under the directions
of the Director of DOST and coordinates with the divisions of the units at DOST
to carry out other tasks assigned by the Director.
2. The Office is an advisor for and helps the Director of DOST to
gather, build, and implement the programs, plans and tasks of DOST; takes
charges of personnel arrangement; administration; filing and archiving;
management of DOST’s activities; and is in charge of financial tasks and
investment in science and technology development according to legal provisions.
III. RESPONSIBILITY & AUTHORITY:
1. Gathering and build DOST’s programs and plans
for periodical tasks, monitoring and urge the implementation of the programs
and plans for tasks; making periodical and unexpected reports on DOST’s
implementation of tasks;
2. Receiving, verifying and taking responsible
for the format of documents and dossiers submitted to the leadership of DOST;
instructing and checking the units at DOST in terms of compliance with the
legal provisions of keeping a secret of the related information and documents;
and managing and using DOST’s seal as required;
3. Making announcements and minutes at
conferences and meetings of the leadership of DOST; monitoring and urging the
implementation of decisions, conclusions and tasks assigned to the units at
DOST by the leadership of DOST;
4. Making and submitting work regulations and
other internal regulations to the leadership of DOST for promulgation; monitoring,
urging and updating the compliance of regulations;
5. Taking charge of DOST’s clerical and archival
work; managing and directing the clerical and archival work of DOST and the
units at DOST; receiving, transferring and circulating in-and-out dispatches in
accordance with regulations and manage the use of DOST’s seal; giving
instructions on how to file and store documents; collecting, adjusting and
determining the value of documents; taking charge of statistics, preservation
and use of archives according to legal provisions;
6. Acting as a unit that provides information for
mass media, organizations and individuals in accordance with law and the
assignment of Director of DOST;
7. Arranging and managing personnel, taking
charge of training, fostering, completion of the benefits and policies for
officials, civil servants and laborers at DOST;
8. Managing and ensuring DOST’s facilities, assets,
vehicles, equipment and working conditions;
9. Taking charge of the reception and logistics
for DOST’s conferences, meetings and working sessions;
10. Taking charge of international cooperation
and cooperation with organizations and individuals in the field of science and
technology in accordance with the law; completing the required procedures for
DOST’s organizations and individuals to go abroad; and hosting foreign
delegations to DOST;
11. Performing the tasks of emulation and rewarding,
and administrative procedures reform; acting as a unit that manages internal
operations according to the I-Office model of DOST; and participating in the
large-scale network of the government and the province;
12. Performing the tasks of keeping security at DOST
on a 24/24-hour basis and ensuring the duty during holidays and the new year as
required;
13. Managing the State Budget for DOST’s
activities like making and adjusting estimates and making annual State budget
settlement reports for DOST’s activities; inspecting and supervising the use of
the State budget for DOST’s activities; appraising and adjusting estimates,
directing and organizing the State budget settlement of the second level
estimates units at DOST;
14. Being an advisor, calculating estimates,
inspecting and supervising the use of the State budget for the province’s
science and technology field according to regulations;
15. Assessing the estimates and finalization of
scientific and technological tasks at grassroots and provincial level, which
use the State Budget;
16. Managing the sources of development
investment capital into science and technology: guiding the departments,
sectors, districts and cities in the province and the province’s non-business
units how to build the projects that use science and technology development
investment capital; coordinating with concerned agencies to compile, balance
and allocate the sources of development investment capital for science and
technology; and compiling and reporting on the use of development investment
capital for science and technology;
17. Coordinating with local departments,
committees, and sectors and concerned agencies to propose and develop a list of
inter-regional national science and technology tasks for local socio-economic
development; proposing investment projects to promote the development of local
science and technology potential; and organizing the implementation after
proposals are approved by competent agencies;
18. Complying with the policy of announcing the
estimates and settlement for the State Budget revenues and expenditures of DOST
and its units in accordance with the law; implementing legal documents,
mechanisms, policies, plans, programs, projects and schemes that have been
already approved by competent agencies; disseminate the information on
propaganda activities and legal education; examining the implementation of the
law on finance, and DOST’s plans and investment;
19. Perform the other tasks assigned by the
Director.
