I. Leadership and Management Responsibilities
The Board of Directors is responsible for the overall strategic direction, management, and execution of state duties concerning Science, Technology, and Innovation within Dong Nai province.
1. Mr. Pham Van Trinh – Director of the Department
The Director holds overall responsibility and is accountable before the Ministry of Science and Technology (MOST), the Provincial Party Committee, the Provincial People's Council (HĐND), and the Provincial People's Committee (UBND) for the entire operational scope of the Department of Science and Technology (DOST).
Core Leadership and Operational Duties:
Coordination: Leading and directing the coordination of work between the Department and relevant Party agencies, governmental bodies, mass organizations, and other related entities.
Organizational Management: Directly overseeing and administering the organizational structure and personnel affairs.
Personnel Development: Directing emulation, commendation, and disciplinary actions; organizing the training and professional development of civil servants, public employees, and laborers; and ensuring the implementation of official policies and regimes for all personnel within the agency.
International Cooperation: Implementing international cooperation activities concerning science and technology as legally mandated.
Legal Compliance: Executing duties related to citizen reception, resolution of complaints and denunciations, and prevention and combat of corruption in accordance with legal provisions.
Strategic Planning: Directing the formulation of long-term, medium-term, and annual strategies, master plans, and development plans for the sector.
Financial and Asset Management: Managing and administering the entirety of the financial and accounting activities for both the Department and the sector, encompassing the following:
    ◦ Preparation, appraisal, allocation of estimates, and approval of settlements for all funding sources (state budget, non-business funds, programs, projects, etc.)
    ◦ Management of procurement, bidding activities, public asset management and utilization, and public investment in compliance with regulations.
    ◦ Management of the Science and Technology Development Fund.
Direct Supervisory Mandates: Directly supervising the Office of Planning and Finance, and the Center of Science and Technology concerning its organizational structure, personnel matters, emulation, commendation, disciplinary actions, training, and financial/asset management.
External Commitments: Fulfilling membership duties in Councils, Steering Committees, and other responsibilities as mandated by the Central Government or assigned by the Provincial Party Committee or the Provincial People's Committee.
2. Mr. Nguyen Minh Quang – Deputy Director of the Department
The Deputy Director assists the Director in leading the implementation of several key areas, primarily focused on the digital sphere:
Digital Transformation and Infrastructure: Directing the work related to digital transformation, digital infrastructure, digital platforms, information technology (IT) application, and electronic transactions.
Digital Governance: Overseeing the development of e-government, digital government, digital economy, and digital society.
IT Industry: Directing the implementation of the information technology industry.
Communication Sector: Overseeing the execution of duties in postal services, telecommunications, and radio frequency.
Public Services: Directing the deployment of public services concerning science, technology, and digital transformation, including:
    ◦ Provision of information and statistics.
    ◦ Technical services (inspection, calibration, testing).
    ◦ Consultancy and support for enterprises and citizens in technology application, innovation, and digital transformation.
System Management: Directing the management of the Provincial Public Service System.
Direct Supervisory Mandates: Directly supervising the Office of Digital Transformation. Directly supervising the Center of Science and Technology, excluding the functional areas directly managed by the Director.
External Commitments: Fulfilling membership duties in Councils, Steering Committees, and other responsibilities as mandated by the Central Government or assigned by the Director of the Department.
3. Mr. Vo Hoang Khai – Deputy Director of the Department
The Deputy Director assists the Director in leading and administering crucial innovation and intellectual property activities:
Innovation Policy: Directing the formulation and implementation of mechanisms and policies to promote innovation activities.
Intellectual Property and Startups: Overseeing work related to intellectual property (IP) and innovative startups.
Ecosystem Development: Directing the development of the innovation ecosystem and network.
Technology Market: Overseeing the technology supply-demand connection.
Potential Development: Directing communication, knowledge dissemination, and the development of local innovation potential.
Direct Supervisory Mandates: Directly supervising the Office of Innovation.
External Commitments: Fulfilling membership duties in Councils, Steering Committees, and other responsibilities as mandated by the Central Government or assigned by the Director of the Department.
4. Mr. Nguyen Thanh Phong – Deputy Director of the Department
The Deputy Director assists the Director in leading and administering core S&T management, research, and resource activities:
S&T Task Management: Directing the management of Science and Technology (S&T) tasks; scientific research, technology, and innovation.
Market and Enterprise Development: Overseeing the management and development of the S&T market, enterprises, and potential.
Regulatory Affairs: Directing the management, registration, granting, adjustment, revocation, and extension of various types of permits, certificates, registrations, diplomas, and certifications falling under the mandated functions and duties.
Human Resources and Fund Oversight: Directing and monitoring Program 2, Target 2—the Human Resource Development Training Program. Directing, monitoring, and managing the operations of the Science and Technology Development Fund.
Direct Supervisory Mandates: Directly supervising the Office of Science and Technology.
External Commitments: Fulfilling membership duties in Councils, Steering Committees, and other responsibilities as mandated by the Central Government or assigned by the Director of the Department.
5. Ms. Trinh Thi Hoa – Deputy Director of the Department
The Deputy Director assists the Director in leading and administering crucial regulatory, administrative, and safety functions:
Standards and Quality Management: Directing the work related to standards, metrology, quality of products and goods, bar/QR codes, and traceability within the province.
Radiation Safety: Ensuring radiation and nuclear safety within the provincial territory.
Administrative Oversight: Directing administrative affairs, civil service management, administrative reform, and the Department's legal framework.
General Administration: Overseeing synthesis, governance, documentation, and archiving.
Association Guidance: Guiding and inspecting the activities of associations and non-governmental organizations operating in the field of science and technology.
Direct Supervisory Mandates: Directly supervising the Department Office, excluding the areas directly managed by the Director; Directly supervising the Office of Standards, Metrology, and Quality Management.
External Commitments: Fulfilling membership duties in Councils, Steering Committees, and other responsibilities as mandated by the Central Government or assigned by the Director of the Department.
II. Local Geographical Oversight Mandates
In addition to their functional responsibilities, the Director and Deputy Directors are responsible for general oversight of S&T affairs in specific localities:
1. Director Pham Van Trinh oversees the communes and wards of: Bien Hoa, Tran Bien, Tam Hiep, Long Binh, Trang Dai, Ho Nai, Long Hung, Phuoc Tan, Tam Phuoc, Tan Trieu (in Bien Hoa); Dong Xoai (in Binh Phuoc); and Xuan Loc, Xuan Hoa, Xuan Thanh, Xuan Bac, Xuan Dinh, Xuan Phu, Dai Phuoc, and Nhon Trach.
2. Deputy Director Nguyen Minh Quang oversees the communes and wards of: Tan Tien, Thien Hung, Hung Phuoc; Loc Thanh, Loc Ninh, Loc Hung, Loc Tan, Loc Thanh, Loc Quang; Phu Nghia, Da Kia, Bu Gia Map, Dak O; Phuoc Long; Phuoc Thai, Long Phuoc, Long Thanh, and An Phuoc.
3. Deputy Director Vo Hoang Khai oversees the communes and wards of: Tan Phu, Phu Lam, La Nga, Dinh Quan, Phu Vinh, Phu Hoa, Ta Lai, Nam Cat Tien, Thanh Son, Dak Lua, Binh Minh, Trang Bom, Bau Ham, Hung Thinh, Dau Giay, Gia Kiem, Thong Nhat, An Vien, Binh An, and Phuoc An.
4. Deputy Director Nguyen Thanh Phong oversees the communes and wards of: Minh Hung, Chon Thanh, Nha Bich; Binh Long, An Loc; Tri An, Tan An, Phu Ly; Tan Quan, Tan Hung, Tan Khai, Minh Duc, Hang Gon, Xuan Que, Xuan Duong, Cam My, Song Ray, and Xuan Dong.
5. Deputy Director Trinh Thi Hoa oversees the communes and wards of: Binh Tan, Long Ha, Phu Rieng, Phu Trung, Phuoc Binh; Phuoc Son, Nghia Trung, Bu Dang, Tho Son, Dak Nhau, Bom Bo; Thuan Loi, Dong Tam, Tan Loi, Dong Phu, Binh Loc, Bao Vinh, Xuan Lap, and Long Khanh.
