The Office of Science and Technology

The Office of Science and Technology is a specialized functional unit responsible for advising the Director of the Department on state management activities related to scientific research, technology development, application, and the establishment of the local S&T resources.
I. Duties and Powers
1. Advisory Role on Legal Drafting and Policy Implementation
The Office advises on the development and implementation of critical legal and policy documents:
Drafting Submissions to the Provincial People's Committee (PPC): Advising on the drafting of decisions submitted to the PPC and organizing their implementation after issuance or approval. This includes:
    ◦ Draft decisions of the PPC related to the managed field.
    ◦ Draft sectoral development plans, programs, and organizational measures for executing managed tasks.
    ◦ Draft decisions concerning the decentralization and delegation of state management duties in the field to the Department or commune/ward-level People's Committees.
    ◦ Draft decisions implementing the socialization of public non-business service provision activities within its managed field, under the PPC’s authority and according to decentralization.
Drafting Submissions to the PPC Chairman: Advising on the drafting of documents under the issuing authority of the Chairman of the PPC related to the managed field.
Guidance and Synthesis: Advising on guidance, monitoring, and synthesizing the implementation results of provincial departments, sectors, commune/ward-level People's Committees, and local S&T organizations concerning the managed field.
2. Management and Licensing
Permit Management: Advising on the management, registration, granting, adjustment, revocation, and extension of various types of permits, certificates, registrations, diplomas, and certifications within the assigned management field.
3. Financial and Budgetary Planning
Budget Coordination: Coordinating the planning, development, proposal, and organization of the execution of the estimated expenditure for development investment and S&T non-business activities from the annual state budget for the managed field.
Oversight: Monitoring and inspecting the use of the state budget based on the proposals submitted by the Office, in accordance with regulations.
4. Scientific Research and Technology Development Activities
The Office is responsible for the comprehensive management of the S&T lifecycle:
Strategic Guidance and Commercialization: Guiding the implementation of directions, objectives, and tasks for S&T; promoting the development of key local economic-technical sectors based on the application, innovation, and mastery of technology; developing new, high, digital, and strategic technologies; and commercializing technology and research results.
Local R&D Management: Managing research, development, and technology application activities within the local economic-technical sectors; guiding commune-level People's Committees on professional management matters related to the managed sector.
High Technology (Hi-Tech): Developing, guiding, and organizing the implementation of high-tech mechanisms and policies; organizing the certification of high-tech activities and high-tech enterprises according to decentralization; and building databases and information infrastructure regarding high technology within the delegated authority.
S&T Task Management: Organizing the identification, ordering, selection, direct assignment, evaluation, and acceptance of S&T tasks. Monitoring and summarizing the status and results of the transfer of ownership and usage rights of state-funded S&T results. Exploiting, applying, and commercializing technology and S&T results; and announcing/publicizing S&T results within its authorized scope.
Post-Acceptance Oversight: Monitoring, guiding, inspecting, and evaluating the implementation process and post-acceptance results of state-funded S&T tasks. Organizing independent evaluations of S&T results. Determining the asset value of S&T task outcomes and intellectual assets as legally required.
Organizational Management: Guiding and managing the registration and inspection of S&T organizations, representative offices, and branches of S&T organizations within the authorized scope.
Incentives and Support: Developing, guiding, and organizing the implementation of mechanisms and policies to encourage and support the development of applied research, technical advancements, and technology incubation.
Technology Assessment and Mastery: Supporting local organizations and individuals in carrying out technology assessment, technology innovation, searching, transfer, deciphering, and technology mastery. Guiding the assessment of technology capability and developing the local orientation and roadmap for technology innovation.
Application of PPC-Ordered Results: Receiving or guiding the reception of research results, organizing the application, and evaluating the effectiveness of results from S&T tasks ordered by the PPC.
Technology Transfer Appraisal: Guiding and managing technology assessment, appraisal, inspection, and transfer activities locally. Certifying the registration of technology transfer, and certifying transfers encouraged by law according to decentralization. Organizing the appraisal of the quality and value of machinery, equipment, and production lines in investment projects under its authority. Appraising and providing opinions on the technology of investment projects; appraising and providing input on the S&T contents of local master plans, programs, and S&T schemes under its authority.
National Level Coordination: Coordinating with provincial departments and related agencies to propose a list of national-level S&T tasks; participating in providing input during the process of developing national S&T task lists when requested. Cooperating in monitoring implementation and proposing the reception and application of national S&T results to serve local socio-economic development.
Advisory Councils: Establishing S&T advisory councils as stipulated by the Law on Science, Technology, and Innovation, and upon delegation or authorization from the PPC or the PPC Chairman.
5. Technology Market Development
Market Management: Managing, guiding, and organizing the development of the local technology market. Promoting technology markets at the local scale; managing technology market intermediary organizations, technology transaction centers, and local technology exchanges.
Enterprise Support: Supporting enterprises in enhancing their technology capacity. Building and deploying programs and projects to support technology market development; supporting organizations/individuals in technology innovation, commercialization of S&T results, technology searching, import, deciphering, and mastery. Providing opinions on technology for investment projects; assessing technology capability and building technology development orientation.
Events and Promotion: Directing and organizing Techmarts (technology and equipment markets), supply-demand technology connection activities, technology transactions, promotion of technology transfer, and S&T exhibitions.
6. Science and Technology Enterprises (S&T Enterprises)
Certification and Monitoring: Guiding the establishment and certification of S&T enterprises within the authorized scope 13a. Monitoring, inspecting, and synthesizing the operational status and results of S&T enterprises 13a. Coordinating with related agencies to implement state incentives and support policies for S&T enterprises and organizations.
Incubation and Commercialization Support: Developing and deploying programs, schemes, and projects to support technology incubation and S&T enterprise incubation. Supporting public higher education institutions, public vocational education institutions, and public S&T organizations within the province to establish, participate in establishment, or contribute capital to enterprises for the commercialization of S&T results. Directing and organizing events related to technology incubation and S&T enterprise incubation.
7. Development of S&T Organizations and Human Resources
Organizational Planning and Autonomy: Chairing and coordinating with departments to build and submit to competent authorities the planning for public S&T organizations and organizing its implementation after issuance. Guiding the implementation of autonomy mechanisms for public S&T organizations. Developing and implementing mechanisms, policies, and projects to develop the potential and enhance the autonomy of public S&T organizations.
Institutional Management: Managing the activities of public and non-public S&T organizations under provincial management. Advising on and reviewing the establishment, reorganization, and dissolution of public S&T organizations 16b. Guiding the functions, duties, powers, organizational structure, and operational regulations of Management Councils in public S&T organizations.
Human Resource Training: Building and organizing the implementation of plans for the training, fostering, and development of S&T human resources. Organizing specialized training and fostering of S&T personnel within the managed scope.
Talent Attraction: Issuing within its authority, or submitting to competent authorities for issuance, mechanisms and policies on the training, utilization, and valuing of S&T personnel. Implementing policies to attract excellent scientists, experts, and overseas Vietnamese intellectuals.
8. Other Duties
The Office executes any other tasks assigned by the Department's Board of Directors and stipulated by law.
