Comprehensive Overview of the Functions and Duties of Dong Nai Department of Science and Technology (DOST)
On July 1, 2025, the People's Committee of Dong Nai province issued Decision No. 16/2025/QD-UBND regulating the functions, duties, powers and organizational structure of the Department of Science and Technology of Dong Nai province.
I. Functions
Dong Nai Department of Science and Technology (referred to as the Department) is a specialized agency operating under the Provincial People's Committee (PPC). Its primary function is to serve as a consultative body, assisting the Provincial People's Committee in carrying out State management across a wide spectrum of interconnected sectors.

Furthermore, the Department is responsible for the management and organization of the operation of public non-business services within the sectors under its jurisdiction, as stipulated by law.
II. Duties and Powers
The duties and powers of the Dong Nai Department of Science and Technology are comprehensive, encompassing planning, implementation, management, inspection, and administration across all regulated sectors.
1. Submission to the Provincial People's Committee (PPC)
The Department is responsible for submitting various draft documents to the PPC:
  • Draft resolutions of the Provincial People's Council.
  • Draft decisions of the PPC related to sectors under the Department's management and other documents assigned by the PPC.
  • Draft plans for sectoral development; programs, schemes, projects, and organizational measures for implementing sectoral tasks within the province.
  • Draft decisions specifying the functions, duties, powers, and organizational structure of the Department itself.
  • Draft decisions specifying the functions, duties, powers, and organizational structure of affiliated sub-departments, the provincial Science and Technology Development Fund, and public non-business units under the Department, unless specialized law dictates otherwise.
  • Draft decisions regarding the socialization of public non-business service provision activities within its sectors, as authorized by the PPC and according to decentralization 3d.
2. Submission to the Chairman of the PPC
The Department submits draft documents falling under the issuing authority of the Chairman of the PPC, as assigned.
3. Implementation and Enforcement
The Department organizes the implementation of legal documents, strategies, master plans, plans, programs, and schemes after they are issued and approved. It also carries out information dissemination, propaganda, guidance, popularization, education, and monitoring of the enforcement of laws related to the fields under its state management scope.
4. Licensing and Certification
The Department organizes and is responsible for the registration, granting, re-granting, revocation, amendment, supplementation, extension, temporary suspension, and suspension of various types of permits, certificates, confirmations, registrations, diplomas, and other documents within its scope of management, in accordance with legal regulations and decentralization by competent authorities.
5. Financial Management and Budgeting
The Department prepares plans, estimates, and proposals for the annual state budget expenditure structure and ratio allocated to the sectors under its management, based on synthesizing estimates from relevant departments, agencies, and local People's Committees. It also monitors and coordinates with relevant agencies to inspect the use of the state budget for the sectors under its management as prescribed.
6. Science, Technology, and Innovation Activities
  • Guidance and Promotion: Guiding the implementation of directions, objectives, and tasks for science, technology (S&T), and innovation. Promoting the development of key local economic-technical sectors based on application, innovation, mastery of technology, development of new/high/digital/strategic technologies, and the commercialization of technology and research results.
  • Local Management: Managing R&D activities and technology application in economic-technical sectors within the locality. Guiding lower-level People's Committees (communes) on professional management within the Department's sectors.
  • High Technology: Building, guiding, and organizing the implementation of high-tech mechanisms and policies. Organizing the certification of high-tech activities and high-tech enterprises according to decentralization. Developing databases and information infrastructure regarding high technology within its delegated authority.
  • Research Task Management: Organizing the identification, ordering, selection, direct assignment, evaluation, and acceptance of S&T and innovation tasks. Monitoring and summarizing the transfer of ownership and usage rights of S&T and innovation results funded by the state budget. Exploiting, applying, and commercializing research results; and announcing and publicizing S&T and innovation results within its authorized scope.
  • Post-Acceptance Follow-up: Monitoring, guiding, inspecting, and evaluating the implementation process and post-acceptance results of state-funded S&T and innovation tasks. Organizing independent evaluations of S&T and innovation results. Determining the asset value of S&T tasks and intellectual assets as legally required.
  • Organizational Management: Guiding and managing the registration and inspection of S&T organizations, representative offices, and branches within its scope.
  • Incentives and Support: Developing, guiding, and organizing the implementation of mechanisms and policies to encourage and support the development of application research and technical advancement, and technology incubation.
  • Technology Improvement Support: Supporting organizations and individuals in technology assessment, technology innovation, technology searching, transfer, deciphering, and mastery of technology, and patent exploitation. Guiding technology capacity assessment and setting development orientation/roadmaps for local technology innovation.
  • Receiving and Applying Results: Receiving or guiding the reception of research results, organizing the application, and evaluating the effectiveness of results from S&T and innovation tasks ordered by the PPC.
  • Technology Transfer and Appraisal: Guiding and managing technology assessment, appraisal, inspection, and transfer activities locally. Certifying technology transfer registration and certifying transfers encouraged by law according to decentralization. Organizing the identification of investment projects using outdated technology, posing environmental pollution risks, or resource depletion. Organizing the inspection of quality and value of machinery, equipment, and production lines in investment projects. Appraising and giving opinions on the technology of investment projects and the S&T content of local plans, programs, and schemes.
  • National Level Coordination: Coordinating with provincial departments to propose a list of national S&T and innovation tasks. Providing feedback on national S&T task lists when requested. Cooperating in monitoring implementation and proposing the reception and application of national S&T results for local socio-economic development.
  • Advisory Councils: Establishing advisory councils on S&T, innovation, and digital transformation as per regulations, or upon delegation by the PPC or its Chairman.
7. Innovation and Technology Market Development
  • Innovation Management: Managing innovation activities; building, guiding, inspecting, and implementing mechanisms, policies for incentives, support, and resource mobilization for innovation locally.
  • Implementation: Guiding and organizing innovation activities, including implementing the regulatory sandbox framework for new technologies/processes/products. Developing the S&T market and local innovation system (enterprise-centric). Building local regulations supporting innovation.
  • Ecosystem Development: Guiding the establishment, management, and development of the local innovation organization system. Organizing the identification of innovation centers and building/operating the local innovation network.
  • Technology Market: Managing, guiding, and implementing the development of the local technology market. Promoting technology markets at the local scale; managing intermediate organizations, technology transaction centers, and local technology exchanges.
  • Enterprise Support: Supporting enterprises in enhancing technology capacity. Building and deploying programs supporting technology market development; supporting individuals/organizations in technology innovation, commercialization of research results, technology searching, import, patent exploitation, deciphering, and mastery. Providing opinions on technology for investment projects; assessing technology capacity and setting development orientations.
  • Events: Directing and organizing technology and equipment markets, activities connecting technology supply and demand, technology transaction promotion, and S&T/innovation exhibitions.
  • Innovation Index: Leading and coordinating with relevant agencies to collect information, propose solutions, and implement actions to build and improve the local innovation index.
8. Creative Startups and Science and Technology Enterprises (S&T Enterprises)
  • Management and Guidance: Managing and guiding technology incubation, creative startups, and S&T enterprises. Building, guiding, inspecting, and implementing mechanisms and policies for identifying, recognizing, providing incentives, and supporting the development of technology incubation facilities, S&T enterprise incubators, technical facilities, co-working spaces, startup individuals/groups/enterprises, consultants, supporting organizations, investors, and other subjects of the creative startup ecosystem.
  • Certification and Monitoring: Guiding the establishment and certification of S&T enterprises and creative startup enterprises within its jurisdiction. Monitoring, inspecting, and summarizing the performance of these enterprises. Coordinating with relevant agencies to implement state incentives and support policies for S&T enterprises and organizations.
  • Ecosystem and Investment: Managing and developing the local creative startup ecosystem. Promoting the mobilization of investment resources for creative startups, technology incubation, and S&T enterprise incubation.
  • Infrastructure Development: Managing, guiding, and organizing the development of the system of creative startup support organizations, technology/enterprise incubators, technical facilities, and co-working spaces. Building, operating, and developing the local network of creative startups, experts, mentors, and investors.
  • Support Programs: Developing and implementing programs/projects to support technology/enterprise incubation and creative startups. Supporting public higher education institutions, vocational education institutions, and public S&T organizations to establish or contribute capital to enterprises for commercializing research results. Directing and organizing events related to incubation and creative startups.
9. Development of Scientific, Technological, and Innovation Potential
  • Institutional Planning: Leading and coordinating with departments to build and submit plans for public S&T organizations to competent authorities, and organizing the implementation of the approved plans. Guiding the implementation of autonomy mechanisms for public S&T organizations. Proposing and implementing mechanisms/policies/programs/projects to develop the potential and enhance the autonomy of public S&T organizations.
  • Organizational Management: Managing the activities of public and non-public S&T organizations under provincial management. Advising on the establishment, reorganization, and dissolution of public S&T organizations. Providing guidance on the functions, duties, powers, organizational structure, and operating regulations of Management Councils in public S&T organizations.
  • Human Resource Development: Building and implementing plans for training, fostering, and developing human resources for S&T, innovation, and digital transformation. Organizing specialized training and fostering S&T personnel within its scope.
  • Talent Attraction: Issuing or submitting mechanisms and policies for training, utilizing, and valuing S&T personnel. Implementing policies to attract excellent scientists, experts, and overseas Vietnamese intellectuals.
  • Communication: Leading and coordinating with relevant departments to build and implement the provincial S&T and innovation communication plan.
10. Intellectual Property (IP)
  • Implementation: Organizing the implementation of strategies, master plans, programs, plans, and tasks related to IP within its delegated scope. Implementing measures to support the development of industrial property activities. Providing professional guidance on industrial property to organizations and individuals. Managing, building, and developing geographical indications, trademarks using local place names, and other signs indicating the geographical origin of local products.
  • Support and Protection: Guiding and supporting organizations/individuals in industrial property procedures. Leading and coordinating with related agencies to protect industrial property rights and handle violations.
  • Innovation Management: Managing innovation activities. Leading the implementation of measures to disseminate, encourage, and promote invention, initiative, and creative activities locally. Organizing the approval of initiatives created with state investment/resources.
  • State Management: Carrying out state management of IP in related fields as stipulated by law and decentralized by the PPC.
11. Standards, Metrology, and Quality (SMQ)
  • Regulations and Standards: Organizing the development and participation in the development of local technical regulations. Popularizing the application of national/local/international/regional/foreign technical regulations and standards. Guiding the development of basic standards for local organizations/individuals.
  • Quality Control: Inspecting the observance of standards and technical regulations. Organizing product and commodity quality surveys locally. Warning consumers and relevant agencies about product and commodity safety risks.
  • Conformity Assessment: Organizing, managing, and guiding organizations/individuals in production and business to declare applicable standards for products, goods, services, processes, and the environment.
  • Registration and Verification: Receiving declarations of conformity and declarations of compliance for potentially unsafe goods (Category 2 goods). Receiving registration for state inspection of imported goods quality in assigned areas. Consulting on bar code/QR code registration. Implementing state management of product traceability locally.
  • TBT Management: Serving as the unit for notification and inquiry regarding SMQ and Technical Barriers to Trade (TBT). Coordinating with the National TBT Point in handling inquiries, reviewing local TBT documents, and disseminating TBT information to support local exports.
  • Metrology Infrastructure: Serving as the focal point for SMQ tasks and programs locally. Organizing the network for metrological inspection, calibration, and testing. Implementing metrological inspection, calibration, and testing within registered and designated fields.
  • Pre-packaged Goods and Assurance: Managing and implementing the declaration of quantity marks on pre-packaged goods. Receiving metrology assurance programs from local organizations/enterprises and guiding their construction and application.
  • Metrology Inspection: Organizing state inspection of metrology standards, measuring instruments, measurements, pre-packaged goods, and metrology activities. Organizing measures for stakeholders to supervise and inspect the implementation of measurements and measuring instruments. Organizing the establishment, maintenance, preservation, and use of local metrology standards.
  • Testing and Inspection: Organizing testing services for state management requirements and the needs of organizations/individuals regarding product quality. Leading and coordinating quality inspection of manufactured, imported, and circulated goods, as well as labels, barcodes, and QR codes.
  • Quality Management Systems: Organizing the deployment, application, maintenance, and improvement of advanced quality management systems in state administrative agencies 28l.
  • Quality Awards and Programs: Guiding organizations/enterprises to participate in national and international quality awards. Organizing tasks related to improving productivity and product quality. Serving as the focal point for national programs supporting enterprises to improve productivity, quality, and traceability schemes.
  • Dissemination and Digital Solutions: Publicizing and guiding legal documents on SMQ. Organizing the implementation of digital transformation solutions, barcodes, and traceability to strengthen SMQ state management.
  • Human Resources: Building and training human resources in the SMQ sector. Coordinating the modernization of metrology and strengthening the national metrology infrastructure to support local enterprises' competitiveness.
12. Application of Radiation, Radioisotopes, and Radiation/Nuclear Safety
  • Application Promotion: Organizing the implementation of plans and measures to promote the application of radiation and radioisotopes for socio-economic development.
  • Monitoring and Management: Managing environmental radiation monitoring activities 31b. Coordinating the management of atomic energy development and application. Managing and implementing the reception of declarations for radiation work using diagnostic X-ray equipment, PET/CT, SPECT/CT, and X-ray emission devices used for analysis and security screening.
  • Compliance and Inspection: Leading and coordinating with relevant agencies to inspect compliance with radiation and nuclear safety regulations, and handling violations.
  • Public Services: Managing public non-business service activities in the field of atomic energy, radiation, and nuclear safety.
  • Incident Response: Leading and coordinating the development of the provincial radiation and nuclear incident response plan, and organizing its implementation after approval. Handling radiation and nuclear incidents; receiving information and coordinating searches/handling of lost radioactive sources, nuclear materials, or nuclear equipment.
  • Waste and Source Management: Leading and coordinating with the Ministry of Science and Technology's functional units to collect radioactive waste and lost radioactive sources. Managing radioactive sources locally. Guiding organizations/individuals on managing radioactive waste and disused sources, and ensuring safety/security when lost sources/materials are found.
  • Database: Building a local database on radiation safety and source security, and integrating it with the national S&T database.
13. S&T, Innovation, and Digital Transformation Information and Statistics
  • Regulations: Organizing and participating in the development of local regulations on S&T, innovation, and digital transformation information and statistics.
  • Data Provision: Organizing analysis, synthesis, and provision of S&T, innovation, and digital transformation statistical information to serve leadership, management, research, and socio-economic development.
  • Collection and Publication: Directing the collection, registration, storage, and publication of information on S&T, innovation, and digital transformation tasks under local management.
  • Infrastructure: Building, managing, operating, exploiting, and developing the S&T, innovation, and digital transformation information infrastructure. Updating and exploiting the national S&T database. Connecting and sharing local databases to ensure synchronization. Building and developing the S&T information network; applying IT, communications, and advanced technical means in information and statistics activities.
  • Local Data Projects: Deploying the construction of local data projects. Developing and integrating local management data and information systems in fields like education, agriculture, health, culture, and S&T to facilitate exploitation and use.
  • Reporting and Surveys: Directing the implementation of statistical reporting regimes 36e. Coordinating in implementing national and local statistical surveys related to S&T, innovation, and digital transformation.
  • Information Resources and Services: Managing, building, and developing local S&T information resources. Organizing technology information transaction centers/exchanges (online and offline), exhibitions, S&T fairs. Publishing and providing S&T information. Organizing service activities in the field of information, library, statistics, and S&T databases; printing, digitization; and organizing S&T events.
14. Postal Services
  • Policy Implementation: Guiding, organizing, and inspecting the implementation of mechanisms, policies, strategies, master plans, plans, and programs on postal services 38a. Inspecting the list, support mechanism, and provision of public utility postal services under provincial authority.
  • Network Development: Leading and coordinating with relevant agencies to guide and facilitate the development of the public postal network.
  • Management and Quality: Managing and coordinating the management of postal enterprise operations; postal tariffs, service quality, and postal security; and postal stamps.
  • Oversight: Supervising and inspecting the public postal network and the provision of public utility services and services for the Party/State agencies.
15. Telecommunications
  • Implementation: Guiding and organizing the implementation of strategies, master plans, plans, programs, and policies on telecommunications, Internet, and digital infrastructure.
  • Safety: Guiding, inspecting, and directing telecommunications enterprises to ensure infrastructure safety.
  • Infrastructure Development: Leading or coordinating the management, monitoring, and inspection of telecommunications infrastructure construction and development. Implementing procedures and supporting enterprises in completing basic construction procedures for telecommunications works, ensuring compliance with local planning.
  • Sharing and Access: Leading and coordinating the facilitation and promotion of telecommunications and digital infrastructure development. Addressing issues and disputes regarding access, sharing, and rental prices for passive telecommunications infrastructure and inter-sectoral technical infrastructure.
  • Subscriber Information: Guiding, directing, and inspecting the implementation of regulations on telecommunications and the management of telecommunications subscriber information.
16. Radio Frequency
  • Planning and Conditions: Guiding and inspecting the implementation of frequency channel planning for broadcasting. Implementing regulations on technical conditions and operational conditions for license-exempt radio equipment.
  • Interference Control: Coordinating with regional radio frequency organizations in monitoring, inspecting, handling interference, and penalizing administrative violations 41b.
  • Quality and Safety: Coordinating the management of radio emission quality, electromagnetic compatibility, and radio frequency radiation safety.
17. IT Industry and Digital Technology Industry
  • Strategy and Policy: Organizing the implementation of strategies, plans, programs, projects, and schemes concerning the IT industry, digital technology industry, and semiconductor industry. Implementing mechanisms, policies, and management regulations to support the development of these industries and related enterprises.
  • Appraisal: Leading or participating in the appraisal of programs, plans, and projects for IT, digital technology, and semiconductor industries development, according to delegated authority.
  • Data Management: Building, managing, and updating information and data on the local IT and digital technology industries for reporting purposes and developing the digital technology industry database.
  • Promotion: Organizing investment and trade promotion activities for the IT and digital technology industries. Summarizing and evaluating the development results of these industries.
  • Advisory Role: Advising the PPC on proposing the establishment, expansion, and recognition of centralized IT parks and digital technology zones, and related planning tasks. Advising the PPC on submitting to the Provincial People's Council for issuance of support policies and incentives for the digital technology industry, semiconductor industry, and related human resources.
18. Digital Transformation, IT Application, Electronic Transactions, and Digital Government/Economy/Society Development
  • Permanent Agency: Serving as the permanent agency for the province's Digital Transformation. Acting as the focal point for synthesizing, advising, and coordinating activities among departments and organizations to implement policies promoting digital transformation, IT application, electronic transactions, digital government, digital economy, digital society, and smart government.
  • Specialized Agency and Policy: Functioning as the specialized agency for IT. Proposing, building, guiding, and organizing the implementation of local mechanisms, policies, strategies, plans, and programs on digital transformation and IT application in state agencies, enterprises, and for citizens. Building regulations and organizing digital transformation activities and IT applications. Collecting, storing, and processing information for leadership guidance. Implementing, building, managing, and operating the infrastructure for the local electronic information portal/website. Ensuring technical infrastructure for providing online public administrative services.
  • IT Investment Management: Guiding the implementation of legal documents on managing IT investment using state budget funds. Monitoring and inspecting the implementation of IT application programs/plans, ensuring concentrated and effective investment. Inspecting compliance with laws on IT investment. Appraising investment projects related to IT application, digital transformation, digital government, smart government, digital economy, and digital society.
  • Architecture Management: Building, maintaining, updating, implementing, and evaluating compliance with the digital government architecture and the ICT architecture for smart city development.
  • Data Governance: Guiding, supervising, and inspecting data governance activities, sharing, and data exploitation in building the Digital Government. Serving as the technical lead to guide the digital architecture design for related departments. Coordinating data sharing and integration across the province; connecting and linking data with national and sectoral databases.
  • Shared Infrastructure: Organizing the implementation, building, management, and operation of network infrastructure, data centers, and common platforms/databases used consistently throughout the locality to serve digital transformation and digital development.
  • Platform Promotion: Organizing activities to promote the use of Vietnamese digital platforms by businesses and citizens, according to guidelines.
  • Digital Signatures: Promoting the use of digital signatures, timestamps, and electronic authentication services by organizations, enterprises, and citizens. Coordinating with the Government Cryptograph Committee to promote specialized digital signature use in state agencies.
  • DX Index: Leading and coordinating with related departments to compile information and propose solutions for building and improving the province's annual digital transformation assessment index.
  • Specialized Data Network: Managing, inspecting, supervising, and reporting on the specialized data transmission network locally.
19. Public Non-Business Services
  • Guidance: Guiding non-business organizations in performing public non-business services in S&T, innovation, digital transformation, and other assigned fields. Guiding the implementation of processes, procedures, and economic-technical norms for public service provision.
  • Catalogue and Criteria: Submitting to the PPC for issuance, amendment, and supplementation of the catalogue of public non-business services funded by the local budget.
  • Quality Standards and Pricing: Building and submitting to the PPC for issuance of quality criteria and standards for public non-business services funded by the state. Submitting economic-technical norms and cost norms for public services. Coordinating in the management of prices and unit prices for public services.
  • Oversight Mechanism: Submitting to the PPC for issuance of mechanisms for monitoring, evaluating, quality inspection, and regulations for checking and acceptance of state-funded public non-business services.

20. Research and Application
Organizing research, application of scientific and technical advances, technology, innovation, and digital transformation. Exploiting, commercializing, announcing, and publicizing the results of scientific research and innovation. Coordinating the implementation of national-level S&T tasks utilizing state budgets locally.
21. Project Management
Implementing management duties for specialized investment projects in S&T, innovation, and digital transformation locally. Advising the PPC on organizing the implementation of projects and components related to its assigned fields under National Target Programs.
22. Enterprise and Organization Support
Managing, encouraging, and supporting the development of enterprises, cooperatives, collective economy, private economy, associations, and non-governmental organizations operating in S&T, innovation, digital transformation, and other assigned fields locally.
23. Cooperation
Carrying out domestic and international cooperation and linkage activities as stipulated by law and decentralized/authorized by the PPC.
24. Emulation and Commendation
Implementing emulation and commendation work within its managed sector.
25. Inspection and Anti-Corruption
Implementing inspection work, handling complaints and denunciations, and preventing corruption, negative practices, and wastefulness within its scope. Organizing citizen reception and implementing regulations on anti-corruption and thrift practices. Handling violations or proposing that competent authorities handle violations of the law.
26. Organizational Management and Personnel
Managing the organizational structure, civil servant staffing, job positions, professional title structure for public employees, and the number of working personnel within the Department and its units. Implementing salary regimes and policies for the use, valuing, training, fostering, rewarding, disciplining, and other regimes/policies for civil servants, public employees, and laborers under its management, as stipulated by law and decentralized by the PPC.
27. Financial and Asset Management
Managing and being responsible for the assigned finance and assets in accordance with legal regulations and the decentralization/authorization of the PPC.
28. Reporting
Implementing regular and ad-hoc information and reporting duties on the situation and results of assigned tasks to the PPC, the Ministry of Science and Technology, and relevant agencies when requested.
29. Other Duties
Implementing other tasks assigned by the Provincial People's Committee, the Chairman of the Provincial People's Committee, and as stipulated by law.
