The Office of Digital Transformation
The Office of Digital Transformation is a specialized functional unit within Dong Nai Department of Science and Technology (DOST) responsible for advising the Director on state management activities across digital transformation, IT industry, postal services, and telecommunications.
I. General Advisory, Planning, and Regulatory Duties
1. Policy Drafting and Implementation: Advising on the drafting of various decisions to be submitted to the Provincial People's Committee (PPC) and organizing the subsequent implementation after issuance or approval. This includes:
◦ Draft decisions of the PPC related to the managed fields.
◦ Draft development plans, programs, and organizational measures for executing tasks within the managed fields.
◦ Draft decisions concerning the decentralization and delegation of state management duties in the managed fields to the Department or commune/ward-level People's Committees.
◦ Draft decisions implementing the socialization of public non-business service provision activities within its managed fields, under the PPC’s authority and according to regulated decentralization.
2. PPC Chairman Submissions: Advising on the drafting of documents under the issuing authority of the Chairman of the PPC related to the managed fields.
3. Guidance and Synthesis: Advising on guidance, monitoring, and synthesizing the implementation results of provincial departments, sectors, and commune/ward-level People's Committees concerning the managed fields.
4. Management and Licensing: Advising on the management, registration, granting, adjustment, revocation, and extension of various types of permits, certificates, registrations, diplomas, and certifications within the assigned management fields.
5. Financial Planning: Coordinating the planning, development, proposal, and organization of the execution of the estimated expenditure for development investment and S&T non-business activities from the annual state budget specifically allocated for the managed fields. Monitoring and inspecting the utilization of the state budget based on the Office's proposals, in accordance with regulations.
II. Sector-specific Management Duties
1. Postal Services
• Licensing: Granting and revoking postal licenses for cases involving the provision of letter services within the provincial scope, according to jurisdiction.
• Operational Confirmation: Granting written confirmation for the announcement of postal operations for cases stipulated in the Postal Law within the provincial scope.
• Network Development: Leading and coordinating with relevant agencies to guide and facilitate the development of the public postal network on the provincial territory.
• Management and Quality: Managing and coordinating the operations of postal enterprises, postal tariffs, service quality, postal safety, and postal stamps within the province.
• Oversight: Supervising and inspecting the operations of the public postal network, the provision of public utility postal services, and postal services serving Party and State agencies, as well as other public service duties on the public postal network.
2. Telecommunications
• Infrastructure Safety: Guiding, inspecting, and directing telecommunications enterprises to implement measures ensuring infrastructure safety in telecommunications operations on the provincial territory.
• Construction Support: Supporting local telecommunications enterprises in completing basic construction procedures for telecommunications works, ensuring conformity with licensed development planning and legal regulations.
• Infrastructure Development and Sharing: Leading and coordinating with relevant agencies to guide and facilitate the development of telecommunications infrastructure and digital infrastructure. Promoting the sharing and common use of infrastructure and addressing difficulties or disputes regarding access, sharing, common use, and rental fees for passive telecommunications infrastructure and inter-sectoral technical infrastructure on the provincial territory.
• Subscriber Information Management: Guiding, directing, and supervising the implementation of regulations on the management of telecommunications subscription information by enterprises in the province.
3. Radio Frequency
• Planning and Conditions: Guiding and inspecting the implementation of frequency channel usage planning for broadcasting within the province. Inspecting regulations concerning the technical conditions and operating conditions for conditionally used radio equipment.
• Interference Control: Coordinating with the regional radio frequency organization to handle interference within the provincial territory.
• Licensing Support: Receiving, guiding the completion of procedures, and submitting applications for licenses to use frequency and radio equipment, as authorized by the Radio Frequency Agency.
4. Advertising in the Digital Environment
• Guidance: Guiding the implementation of advertising in the network environment and advertising integrated into postal, telecommunications, and information technology products/services within the provincial jurisdiction.
• Oversight and Enforcement: Supervising, inspecting, and, within the authorized scope, handling violations by organizations and individuals operating advertising in the network environment or integrated advertising on postal, telecommunications, and IT products/services.
5. Information Technology (IT) Industry
• Policy and Strategy: Organizing the implementation of strategies, plans, programs, and projects concerning the Information Technology industry. Implementing mechanisms, policies, and management regulations to support the development of the hardware industry, software industry, digital content industry, and IT services, as well as the development of IT enterprises and digital technology enterprises.
• Database Management: Building, managing, and updating the database concerning IT industry products, IT enterprises, and digital technology enterprises locally. This includes information on domestically produced IT products/services prioritized for investment, leasing, or procurement, serving periodic reporting requirements.
• Enterprise Support: Supporting and promoting the development of IT enterprises and digital technology enterprises. Synthesizing and evaluating the readiness level for the development and application of information and communications technology locally.
• Centralized IT Parks: Advising the PPC on proposing the establishment, expansion, and recognition of centralized IT parks, supplementing the planning for centralized IT parks, and other related tasks as stipulated by law and decentralized by the PPC.
III. Digital Transformation, e-Government, and Data Management
1. Permanent Agency and Coordination
• Steering Committee Focal Point: Serving as the permanent agency for the Provincial Steering Committee on the development of science, technology, innovation, digital transformation, and projects.
• Coordination Lead: Acting as a hub for synthesis, advising, and coordinating inter-sectoral activities among provincial departments, sectors, lower-level authorities, agencies, and organizations to implement guidelines, strategies, mechanisms, and policies promoting digital transformation, IT application, electronic transactions, and the development of e-government, digital government, digital economy, digital society, and smart cities locally.
2. Specialized IT and System Development
• Specialized Unit: Executing the duties of the specialized IT unit as stipulated by law.
• Policy Implementation: Proposing, building, guiding, and organizing the implementation of local mechanisms, policies, strategies, plans, programs, and schemes on promoting digital transformation, IT application, and electronic transactions in state agencies, enterprises, and for citizens.
• Operational Management: Building rules and regulations, and organizing promoting digital transformation activities, IT application, and electronic transactions. Collecting, storing, and processing information to support leadership direction and administration.
• Infrastructure and Public Services: Organizing the deployment, construction, management, operation, and guidance for the use of information infrastructure serving direction, administration, and professional operations. Organizing the deployment and ensuring technical requirements for the provision of online public administrative services.
3. Investment and Architecture Management
• IT Investment: Guiding the implementation of legal documents on the management of IT application investment using state budget funds within the scope of management. Monitoring and inspecting the execution of IT application programs/plans, ensuring concentrated, effective investment, and compliance with legal regulations regarding IT application investment.
• Project Appraisal: Appraising investment projects related to IT application, digital transformation, and the development of e-government, digital government, digital economy, and digital society, within its jurisdiction.
• Architecture Compliance: Building, maintaining, updating, organizing the implementation, and evaluating/inspecting compliance with the E-Government Architecture (towards Digital Government) and the ICT Architecture for Smart City Development.
4. Data Governance and Shared Infrastructure
• Data Sharing and Connection: Guiding the management, connection, and data sharing within the scope of management. Monitoring, urging, evaluating, and inspecting data connection and sharing among agencies/units locally.
• Focal Point for Data Issues: Serving as the focal point to advice on resolving difficulties and disputes regarding data management, connection, and sharing. Coordinating data sharing and guiding/supporting agencies/units in connecting outside the provincial scope.
• Database Management: Building and submitting to competent authorities for the issuance and updating of the catalogue of databases managed by the locality. Organizing the deployment, construction, operation, and maintenance of the data portal and data connection/sharing infrastructure for internal use and connection with Ministries, central agencies, and other centrally-governed cities/provinces.
• Shared Systems: Organizing the deployment, construction, management, and operation of network infrastructure, data centers, shared infrastructure, platforms, and databases used uniformly across the locality to support digital transformation, IT application, electronic transactions, and the development of digital government, digital economy, and digital society.
• Platform Promotion: Organizing activities to promote the use of Vietnamese digital platforms by enterprises and citizens, following guidance from the Ministry of Science and Technology.
• Digital Signatures: Organizing activities to promote the use of digital signatures, timestamps, trusted services, and electronic authentication by organizations, enterprises, and citizens. Coordinating with the Government Cryptograph Committee focal point to promote the use of specialized digital signatures in state agencies.
IV. Other Specialized and Management Duties
1. Enterprise and Institutional Management: Advising the PPC on the management of enterprises, collective economic organizations, private economic organizations, associations, and non-governmental organizations operating in the fields of postal services, telecommunications, IT, and digital transformation locally. Managing the operations of public and non-public non-business units in these fields.
2. Training and Guidance: Providing professional guidance and training in postal services, telecommunications, IT, and digital transformation to the Office of Culture and Society and related sections under commune-level People's Committees.
3. Communication and Emergency Services: Advising on organizing communication activities to serve Party/State agencies, national defense, security, foreign affairs, disaster prevention/mitigation, safety/rescue, and other emergency communications within the province.
4. National Program Implementation: Advising on organizing the deployment of projects and component activities related to postal services, telecommunications, IT, and digital transformation under National Target Programs, based on ministerial guidance and PPC assignment.
5. Research and Data Collection: Organizing research, the application of S&T advancements, implementing digital transformation, investigation, statistics, and data collection to build information systems that serve state management and professional operations in technology, information, and digital transformation, supporting the direction and administration of the PPC.
6. Miscellaneous: Executing other tasks assigned by the Director of the Department in accordance with legal regulations.
