In order to strengthen the effectiveness of State management and create a safe and civilized cyberspace, on May 15, 2026, the Government issued Decree No. 174/2026/ND-CP stipulating administrative penalties for violations in the fields of postal services, telecommunications, radio frequencies, electronic transactions, and information technology. The Decree consists of 8 chapters and 117 articles and officially takes effect from July 1, 2026.

The conference was held in both in-person and online formats, connecting to the People's Committees of 95 wards and communes across the province.
