
Deputy Director of Dong Nai City Department of Science and Technology, Mr. Vo Hoang Khai, delivered the opening remarks at the workshop
In his opening remarks, Mr. Vo Hoang Khai emphasized that, in implementing the Central Government's and the city's policies on the development of science, technology, innovation, and digital transformation, Dong Nai city has identified the formation and development of one provincial-level Innovation Center, along with a network of Innovation Centers in various units and localities, as a strategically important task. This will create a crucial foundation for promoting the innovation ecosystem; connecting research institutes, universities, businesses, and investors; supporting businesses in technological innovation; and developing innovative startups, thereby enhancing the locality's competitiveness in the new era. Therefore, the workshop was organized with the aim of seeking in-depth opinions on the organizational and operational models of the Innovation Center; researching specific mechanisms and policies suitable to Dong Nai's reality; and learning from the experiences of organizations and localities that have effectively implemented these initiatives. Proposing strategic directions to build a synchronized, effective, and highly interconnected innovation ecosystem.

During the workshop, experts, scientists, and managers presented topics on: the development plan for the innovation system and startup ecosystem in Dong Nai city for the period 2026-2030; assessing the current State and potential of the innovation system and startup ecosystem in Dong Nai city; guidance on applying Decree 268/2025/ND-CP to develop the system of innovation centers; the operating model of provincial-level innovation centers; and connecting and attracting resources for innovation clusters in Dong Nai Industrial Parks. Regional cooperation and leveraging resources through connections between businesses, research institutes, universities, the government, and investors, etc.

In addition, delegates focused on exchanging, discussing, and providing in-depth feedback on the organizational model and operating mechanisms of provincial-level Innovation Centers; proposing solutions for effective operation of the centers; and discussing mechanisms to attract international talent, experts, and venture capital funds to work and establish headquarters at the centers.
Mr. Vo Hoang Khai, Deputy Director of Dong Nai City Department of Science and Technology, stated that the Department fully incorporates the contributions of experts and delegates at the workshop to continue researching and refining the orientation, advising the city on building appropriate, feasible, and effective mechanisms, policies, and models.
